The Governance Risk Hidden Inside Infrastructure Failure

Critical infrastructure failure is usually discussed in terms of lost electricity, interrupted water supply, damaged roads or unavailable telecommunications. Local governments experience those failures as an operational crisis that can weaken their ability to make decisions, manage staff, maintain accountability and deliver essential services across the community.

At the 2026 Disaster and Emergency Management Conference, Shayan Barmand from Noosa Council, Gillian Smith from Sunshine Coast Council and Ella Reeks from Climate in Mind presented work examining how climate-related infrastructure failures could affect local government services across the Sunshine Coast and Noosa regions.

What happens when one infrastructure failure triggers the next?

The project brought councils together with providers from the energy, water, wastewater, telecommunications and transport sectors to examine how failures could unfold under future climate conditions. Its focus extended beyond direct climate damage to the cascading effects that begin when one critical system fails and disrupts every service that depends on it.

Smith explained that climate hazards are becoming more frequent, intense and prolonged, while the interval between events is shrinking. Councils are increasingly likely to face overlapping hazards and infrastructure failures before communities and organisations have fully recovered from the previous event.

The project considered two dimensions of risk. Cascading risk described the way a climate hazard could damage critical infrastructure, disrupt council services and then affect the community. Compounding risk examined multiple hazards, infrastructure failures and council dependencies occurring together or in close succession.

These events can create consequences that extend beyond temporary service disruption. Repeated failures can reduce social cohesion, weaken community capacity to cope and increase the cumulative mental health burden experienced by residents and responders.

The project team worked closely with critical infrastructure providers over eight months, drawing on technical expertise from each sector to understand how infrastructure had failed in the past, which future climate risks providers were preparing for and how those risks could affect the region.

Mapping the dependencies that keep council services running

This collaboration produced plausible scenarios for critical infrastructure failure under future climate conditions. One scenario involved drought, heatwaves and bushfire developing over time. Another combined extreme winds, rainfall, sea-level rise and flooding. The detailed infrastructure consequences remained confidential, but councils were able to use the scenarios to examine how long outages might last and what simultaneous failures in electricity, telecommunications, water, wastewater and transport could mean for their own operations.

The next stage required councils to identify how every service area relied on those systems. Parks and gardens, finance, people and culture, waste, construction, open space, strategic planning and emergency management all depend on infrastructure in different ways.

Electricity supports buildings, equipment and digital systems. Telecommunications allow staff to coordinate, access information and communicate with suppliers. Water and wastewater services maintain sanitation, drinking water and safe workplaces. Transport allows employees, contractors and materials to reach the places where work is required.

The project also examined the vulnerabilities within council systems. Some services depended heavily on a single asset with no practical substitute. Others relied on digital processes that could not easily revert to manual operation because the staff who once understood those systems had left the organisation.

Human limits formed part of the assessment as well. Staff require safe temperatures, drinking water, sanitation and reliable access to their workplaces. A building with backup power still becomes unusable when water, toilets or transport fail.

These dependencies created several categories of consequence. Productivity fell when employees could not access systems, receive instructions, communicate with colleagues or record information. Staff safety and wellbeing deteriorated when buildings lost temperature control, sanitation or safe access. Councils faced additional costs at the same time that revenue from services such as parking, leisure centres and tourist facilities declined.

When infrastructure failure undermines informed decision-making

The most significant finding concerned the effect on governance. Councils are expected to make informed decisions, maintain accurate records and remain accountable to the community, including during periods of disruption. When telecommunications or electricity fail, staff may lose access to asset databases, condition reports, financial systems and operational records. Decisions must then be made with incomplete information, increasing the likelihood that work will need to be revisited or corrected later.

“The loss of critical infrastructure services has a significant impact on the quality of decision-making,” Reeks explained. “When staff cannot access records or capture new information, they are often forced to make poorly informed choices, and the tail of the disruption becomes longer.”

Infrastructure failure also affects transparency. Councils may struggle to document why a decision was made, what information was available and how resources were allocated. These gaps can weaken public confidence during an emergency, when communities are seeking clear guidance and reassurance.

The project team attempted to trace how the loss of council services would affect community outcomes, although the interactions proved difficult to separate. From the community’s perspective, electricity, communications, water, transport and council services may all be failing at once. The combined effect becomes more important than the contribution of any single disruption.

This complexity supports an integrated approach to resilience. Backup power alone cannot sustain a facility without communications, water, sanitation and transport. Satellite communications provide limited value when there is no electricity to operate or charge the equipment. Staff cannot use a functioning workplace when roads prevent them from reaching it.

Technological measures therefore need to be bundled across infrastructure sectors and matched to the requirements of different council services. Finance teams may need secure digital access and power, while parks and construction teams require transport, fuel, equipment and field communications.

How councils can build resilience before infrastructure fails

The project also identified a sequence for long-term resilience investment. Councils can first reduce their dependence on critical infrastructure through energy and water efficiency. Services that remain essential can be supported by on-site generation, storage and decentralised alternatives. Short-term emergency backups such as diesel generators retain value, but their usefulness declines during prolonged or widespread events when fuel delivery becomes difficult.

Management and operational measures are equally important. Contracts need to address continuity expectations, workforce plans must account for infrastructure disruption, and business continuity systems should support multiple lines of defence.

The councils tested the economic value of permanent resilience measures at four sites, including two local disaster management centres. The proposed packages included solar generation, batteries, water tanks, pumps and other infrastructure. The analysis found that fewer than five disruption events over a 20-year period would be required to recover the investment through avoided productivity losses, before wider community and operational benefits were included.

The project has already informed practical changes. Local disaster coordination centres and places of refuge are being upgraded with backup power and telecommunications. Payroll continuity now includes three lines of defence. Depot operations are being decentralised through a hub-and-spoke model, reducing dependence on a single location. Future climate scenarios have also been integrated into adaptation planning and community engagement.

These measures reflect a broader shift in how councils understand infrastructure risk. Local government operates at the centre of interconnected systems while carrying responsibility for services that communities use every day. A failure within electricity, water, telecommunications or transport can therefore alter much more than operational capacity. It can weaken the quality of public decisions at the point when communities depend most heavily on sound governance.

The work presented by Barmand, Smith and Reeks shows that infrastructure resilience needs to support people, information and institutional decision-making alongside physical assets. Councils that preserve access to records, communications, safe workplaces and operational alternatives will be better placed to maintain accountability and continue serving their communities as climate-related disruption becomes more complex.
